Special Meeting Overview
On October 23, 2024, the Bermuda Taxi Owners Association (BTOA) held a special meeting to address critical issues and initiatives affecting the taxi industry. The meeting covered important topics such as the current challenges in the industry, ongoing efforts to protect PSV permits, and the introduction of the BTOA’s strategic plan, Connecting Bermuda, Driving Progress.
Key Points Discussed
Industry Update:
Ride-Share & Island GO: BTOA leadership provided updates on ongoing discussions with key stakeholders regarding ride-share threats (such as Island GO) and the lack of enforcement by the Transport Control Department (TCD). Illegal taxis continue to undermine the industry, and BTOA is pushing for stronger regulations.
Engagement with WEDCO: BTOA is negotiating with the West End Development Corporation (WEDCO) to integrate taxi services into Dockyard’s future plans, especially to support cruise tourism.
The BTOA introduced its long-term plan for modernizing Bermuda’s taxi industry, focusing on improving service standards, customer satisfaction, and the overall competitiveness of the PSV sector.
The plan highlights increased professionalism and the integration of a new dispatch system, as well as the modernization of technology and legislative reform to support sustainable growth.
Industry Overview by Fred: Fred provided an overview of the global taxi industry and how the rise of ride-share apps like Uber has devalued taxi permits by 40-90% in many jurisdictions.
Phase 1 Introduction – Dispatch App: Fred introduced the BTOA’s bespoke app designed specifically for Bermuda’s taxi industry. Key features of the app include driver and customer rating systems, safety features, revenue and ride tracking, and data analytics for better decision-making.
App Capabilities Presentation by Filip Bartos:
Filip explained in detail the app’s features, emphasizing its potential to increase driver earnings and customer satisfaction. Key highlights included:
Safety and Security: Enhanced safety features for both drivers and customers.
Booking System: The app will provide a seamless taxi booking experience for all users. Customers will be able to book immediate or scheduled rides through the app. Track their taxi in real-time and receive notifications upon arrival. Pay directly through the app using integrated payment methods. Rate their ride experience and drivers for continuous service improvements.
Phase 1 Rollout: Focused on integrating vacation accommodation services, with an expected launch in mid-late November 2024.
Open Floor Discussion:
Members raised several questions and concerns, including funding for the app, delivery timelines, support and maintenance, and app functionality (including transfer fees and safety measures). Both Market Blendz and BTOA executives addressed these concerns.
Motion on Dispatch App, Company Formation, and Funding: A motion was put forward by Dennis Furbert, seconded by Shervin Dill, to approve the development and funding of the dispatch app, the formation of the dispatch company, and the creation of a limited liability company to manage these assets.
Voting Outcome: The majority of members voted in favor of the motion, allowing the BTOA to move forward with the development.

Onboarding and Training:
BTOA members will be onboarded for the app’s first phase, which will focus on the vacation accommodation sector. The app will be subscription-based, and details on fees and access will be discussed at an upcoming meeting in early November.
Training sessions and user manuals will be provided once onboarding begins.
