BTOA - Government Warns Against Ride-Sharing Service

Dear Members, We want to inform you about recent developments regarding a new ride-sharing service in Bermuda and the government’s response.

Recent Developments: A ride-sharing app called Island Go, which operates throughout the Caribbean has been set up in Bermuda. Bermuda Broadcasting News reporter Cooper Stevenson tested the service and discovered it functions similarly to other ride-sharing apps by allowing users to book rides and pay via the app.

Key points from the report include:

  • Operation Details: Island Go describes itself as a “decentralized autonomous location agnostic platform providing a private carpooling service.”
  • User Experience: Cooper Stevenson successfully booked a ride from Bermuda Broadcasting to the Transport Control Department for $13.93. The driver had begun using the service just a few days prior.
  • Driver Requirements: To become a driver for Island Go, individuals must provide proof of insurance, a driver’s license, and vehicle registration. The process is conducted entirely online.

Legal Concerns:

A spokesperson for the Transport Control Department (TCD) emphasized that it is currently unlawful for private cars to carry passengers for hire or reward in Bermuda, regardless of whether the service is booked via an app or paid in cash. Only vehicles holding a valid public service vehicle license, such as taxis, are permitted to carry passengers for hire and reward.

The driver Cooper Stevenson interviewed was unaware of these legal requirements and had not taken out additional insurance for ride-sharing. After being informed, he considered deleting the app.

Government's Stance:

  • Legislation Pending: Although the Cabinet approved a pilot ride-sharing service in March, the necessary legislation has not yet been enacted. The government’s goal is to supplement, not compete with, the existing taxi service by establishing a properly regulated ride-sharing pilot that prioritizes safety, security, sustainability, and efficient movement of people.
  • Current Enforcement: The TCD reiterated that using private motor cars for ride-sharing services without a public service vehicle license remains illegal.

Impact on Taxi Drivers:

The emergence of Island Go and similar services poses a significant concern for our industry. It underscores the importance of adhering to legal requirements and ensuring a level playing field for all service providers.

What Next?

  • Stay Informed: Keep updated on the legal status and regulatory changes regarding ride-sharing services.
  • Report Violations: If you encounter any unlicensed ride-sharing services, please report them to the appropriate authorities to ensure compliance with the law.
  • Engage with Officials: Continue to voice your concerns to public officials about the impact of unregulated ride-sharing services on our industry.

We will keep you informed of any further developments. Thank you for your continued support and dedication to maintaining the integrity of our industry.

Best regards,
